I just had the same issue. I ended saving a copy of my project to
work on. I then nuked systems one at a time until I could load the
project.

I then reloaded the project and started nuking commands from the
offending system one at a time and trying to load until I found the
bad command.

I then reloaded.

In my case somehow the following characters got injected into a join
number in a feedback group.

�

It appeared to be fine in GUI Designer as those characters didn't show.
