Subpage Always on Top

Subpage Always on Top not working correctly . . .

I have three subpages on one page; one with two buttons that are used
to hide & show the other subpages. The two larger subpages occupy the
entire screen, so I set the control subpage to "always on top". When I
load the page, I can click on the buttons of the control subpage. Once
the subpages reload the control subpage is covered up & the buttons do
not function.

I have been able to get around this by reloading the control subpage
after each of the other subpages load, but it does not allow for the
functionality I am looking for. Any suggestions as to what I am doing
wrong?
