Depends on the files and what you want to do with them. For me, I do a lot of file transfers, usually SFTP. Most of them are text files, containing information of one sort or another, but also PDFs, Video's, spread sheets, etc that I like to be able to reference or even edit (text that is) in some cases.

I use EzShare to move files over the internet to and from my iPhone. It works well with Unix/Linux/Mac OSX. I have used it a little with Windows, and it does support SMB, so I would expect it would work well on a PC. EzShare supports, FTP, SFTP, WebDave, Google Docs, CIFS/SMB, AFP, NFSv3, and AMAZONS3. So it can talk to just about anything. It also has VNC (redundant with iSSH and multitasking now) and allows downloading e-mail attachments and e-mailing attachments.

Given iSSH having had some issues in the past with key transfers, I have used EzSHare to transfer the ssh key. I then log into the host and cat the key into the authorized hosts list. Lots of ways to skin that cat.

However, if all you want is between PC and iPhone, and USB is acceptable, then take a look at iPhone Explorer. It will give you access to the app directories without having to jail break your iPhone.
