Short answer: Can't be done. Yet.

Long answer: The key pie menu is fairly flexible where as the VNC/X11
server framebuffer works through a keymap which isn't so flexible.
While VNC can take any combination of characters, X11 needs to know
all the keys it can expect to see before hand and this setting is
limited. I'm working out having the old widgets work with the X11
server while using the key pie menu when using VNC. Should be in a
near future release. Sorry!
