Typically Wake On LAN requires you to be attached to the LAN in question
- a 3G connection implies you are routing your traffic over the Internet
to reach your LAN.
It is possible to make WoL work across the Internet using VPNs or
support from your router, but generally speaking it's a
local-network-only kind of protocol.
