This is likely because your cygwin environment doesn't have those
commands installed :)

ssh is simply a way to connect to another computer and communicate with
programs - the programs themselves have to exist on that other computer
in order for you to be able to run them.

I'm not hugely familiar with cygwin, but the last time I used it I was
able to select from a huge list of available packages in the cygwin
installer, so you ought to be able to build up a good selection of
typical UNIX fare :)
