iPad raw vnc connection not working

I am attempting to connect to a vnc server with my iPad. The server
uses the default port 5900.

When I attempt to connect, I have to wait forever and then I get an
error: Can't connect to vnc server on localhost port 5900. I have
configured the connection as a raw vnc connection and have confirmed
that my host name is not localhost. Is there a fix for this?
