Development version of CF

I have done a VERY simple test design to send an IR Power Toggle to an
LG Plasma via a GC-100. The command does not turn the TV on. I
verified with the GC Test Utility that the command is correct. Is this
an issue with the development version of the program being crippled
because it is a development version ?
