Coppying IR sets

Along the same lines as copying macros, being able to copy system IR
set would be usefull.

This would be used when adding several of the same peice of equipment
(ie sat decoders) and having them controlled form different ir ports
form a GC

Also being able to define the GC header regarding which module and
connector address is in use as global to a system would be handy
